Restricted Transitional License
HISTORY
Adopted by the Teacher Standards and Practices Commission
(TSPC) in 1999.
MOTIVATION
A Restricted Transitional Teaching License my be issued when
there are insufficient applicants in an endorsement or in a
region of the state. The license must be requested in a joint
application from the candidate and the district desiring to
hire the candidate.

WHO OPERATES
The license is issued by TSPC at the request of a candidate
and a school district, with the requirement that the candidate
enroll in an approved teacher preparation program concurrently
with employment. The institution providing the approved program
and the district are both required to provide supervision of
the candidate.
REQUIREMENTS TO ENTER
At minimum the candidate must hold a bachelor's degree from
a regionally accredited institution or the foreign equivalent.
There must be evidence of content expertise in the area for
which the license is requested.
Furnish fingerprints in the manner prescribed by TSPC.
PROGRAM DESCRIPTION
The Restricted Transitional Teaching License is valid for
three years and is not renewable. During the life of the license
the teacher must complete an approved teacher preparation program,
including passing required basic skills and content tests,
completion of two teacher work samples demonstrating the ability
to foster student learning gains, and demonstration of all
Initial Teaching License competencies as required in Oregon
Administrative Rule 584-017-0100.
