TITLE
Limited License to Instruct (General Model)
HISTORY
Authorized for pilot to assist a large urban district.
MOTIVATION
Developed to assist in reducing the number of uncertified
teachers employed and for recruiting individuals with significant
academic and occupational experience into teaching.

Secondary, especially Science and Mathematics.
WHO OPERATES
Collaborative among state, school district and university.
REQUIREMENTS TO ENTER PROGRAM
An applicant must
- Possess a bachelor's or higher degree from a regionally
or nationally accredited college or university.*
- Have completed a major and/or a minor or a graduate
degree in the field of specialization in which the applicant
wishes to instruct or has one year of occupational experience
in that specialization field.
OR
Have completed at least 120 semester hours of satisfactory
college credit in an approved teacher preparation program,
including a major and a minor or the equivalent and at least
15 semester hour credits in professional education.**
- Have an overall 2.5 grade point average and a 2.5 grade
point in the major and/or minor, on a 4.0 scale or the equivalent
or is between 2.0 - 2.5 grade point average and passes the
MTCC test in the area of specialization by the second request
for renewal.
- Pass a criminal history check.
* Except in the case of an applicant to teach foreign language,
have completed the program of study/degree in the field of
specialization within the last 5 years or have at least 2 years
of occupational experience in the field of specialization within
the last 5 years.
** Professional education credit is coursework that is part
of the professional education sequence of a K-12 teacher preparation
program. Counselor education courses, educational leadership
courses, and psychology courses that are not required, as part
of an approved teacher education program may not be counted
as professional education credit.
PROGRAM DESCRIPTION
Validity period: The initial Limited License to Instruct (LLI) is valid for
one academic year and will expire on June 30th of the academic
year during which it was issued.
Renewal Requirements
- The initial LLI can only be renewed through the recommendation
of the employing district/school.
- Have taken the MTTC Basic
Skills examination, including reading, writing and mathematics
and passed one of the three
within Year One. To receive consideration for a second
renewal must have passed 2/3. To receive consideration for
a third
renewal, must pass 3/3.
- Have taken and passed the appropriate teacher certification
examination(s) for the field(s) of specialization for which
the LLI was issued, by the second request for renewal.
- Have received a rating no less than "satisfactory" on
the Annual Performance Evaluation, based on at least 2 observations
of classroom teaching.
- Must have on file with the employing district evidence
of admission to the partner University and an approved plan
of work for earning a Michigan Provisional certificate, which
may include the completion of an MDE-approved fast track
teacher preparation program.*
- Have successfully completed a professional orientation
to teaching offered by the local district/school or ISD in
collaboration with a teacher preparation college or university.
- Annual renewals up to 3 additional academic years may
be recommended at the discretion of the employing district/school
if the licensee provides evidence of annual progress towards
completion of the Individual Development Plan, and progress
on the approved university plan of work.
* A licensee who has completed all by the student/practice
teaching experience for a Michigan Provisional certificate
is exempt from this requirement.
NUMBER OF CREDIT HOURS TO COMPLETE
Determined on a case-by-case basis, depending on academic/experience
background..

LEA and IHE.
LENGTH OF TIME
1-3 years with successful completion resulting in a Michigan
Provisional teaching certificate.
