NASDTEC Interstate Contract. A graduate of a state-approved teacher preparation program, whether or not a Vermont resident, is entitled to an initial Vermont license. This license may used to obtain an initial license/certificate in states that are participants, along with Vermont, in the NASDTEC Interstate Contract.

Only graduates of approved programs are transferable. Recent graduates with minors leading to a Vermont license qualify for interstate certification/licensure only if they have completed a State Department of Education approved program.

Non-residents who are qualified educators are welcome in the state, but licenses are issued to non-residents only when they have been engaged to serve in Vermont or become residents of Vermont, whichever occurs first.
